The Warren County Conservation District encourages and values input from the community on all subject areas that are under the guidance of the Warren County Conservation District Board of Directors and Staff.

Act 93 – The Sunshine Law – requires public comment be allowed before official action is taken at a public meeting.  The District Board reserves the right to limit the time allotted for public comment.  The Board has set aside a period at the beginning of each meeting to allow for comments on issues that relate to the planned business of the meeting.

The Warren County Conservation District Board of Directors and Staff adhere to the following when accepting public comment.

Public Comment

  1. All individuals in attendance must conduct themselves in a courteous manner that is non-disruptive.
  2. Any individual who makes threats, becomes violent, or endangers another’s safety will be excused from the meeting.
  3. Advance notice of individuals wishing to make comments during the Warren County Conservation District Board Meeting shall be made with the District Manager by calling (814) 726-1441.
  4. Only two (2) representatives of the same issue will be permitted to address the Board of Directors for a total of ten (10) minutes (five (5) minutes per person).
  5. Presentations must be concise, constructive, and respectful.
  6. The Warren County Conservation District Board reserves the right to limit redundant comments.
  7. If the public has numerous questions, please submit the questions in legible penmanship or typewritten to the Warren County Conservation District one (1) week prior to the meeting.  All questions submitted will be addressed as best possible.
  8. Inappropriate behavior, such as outbursts, disorderly, disrespectful, or boisterous conduct will not be tolerated during the monthly meeting.  The Chairman will issue one (1) warning to the individual(s) responsible for the inappropriate behavior.  Any additional incidents by the individual(s) during the meeting will result in the responsible person(s) being excused from the meeting. 

Media Coverage

  1. All forms of media coverage must represent all aspects of the issues being discussed.
  2. Media representatives are allotted five (5) minutes per reporter to ask questions or make a presentation.
  3. All media representatives must remain in the public seating area for the duration of the meeting.
  4. When soliciting a comment from the District, the media must request a written statement from the Chairman of the Board on behalf of the entire Board within one (1) week of the meeting’s conclusion.
  5. No media coverage is permitted to become intrusive to the official action taking place during the meeting.
